With the development of modern network and based on the fast, convenient features of internet, the construction of network educational resources is regarded as an import part of universities and colleges information construction recently. However, due to the lack of unified resources description standards and building standards, mostly resources building are still in the isolated、dispersive state, so it is difficult to realize the resources sharing and reusing. Therefore, the author of this article is doing “research and realization of the management system of teaching resources based on the Learning Object Metadata” by analyzing educational resources metadata standards deeply, studying XML and related technology.”The management system of teaching resources based on the Learning Object Metadata” use Learning Object Metadata standard (LOM) describe resources, and use XML technology binding resources. This system brings forward to improve the normal describing evaluate function of resources by using a combination of expert and the general user evaluation on the bases of designing and implementing the basis functions that the general management system should include, such as resource storing, querying, modifying and deleting; at the same time, it achieve the conversion from XML to HTML by studying the conversion technology of XML. The proposed system is mainly realizing the application standardization of resource storage, retrieval, upload which are based on metadata standards, solving the problems of scattered isolated of teaching resources, non-standard description, incomplete evaluation, and other issues. The system include six functional modules: user management module(realizing the specific settings of different identity that is the managers or the general users),resources compilation module(including import metadata resources and export resources metadata), resources management module (including register metadata resources, modify, and delete resources metadata),resources query module (including simple query and complex search),resources evaluate module (including add resources evaluation and modify resources evaluation), LOM elements introduce module (including LOM elements introduce and add new elements).
