Abstract

The environment of Chinese telecommunication market has undergone great changes since the three major telecom operators started to reorganize in 2008 when 3G was formally used for commercial purposes and its license was issued. Not only the market in which major telecom operators to compete on equal terms is formed, but also the market is changed from seller’s to buyer’s. Meanwhile the number of telecommunications and the partners related with telecom operators are becoming more and more. Telecommunication has entered a new era after 3G is formally used in commercial. The number of 3G customers experienced a period of rapid growth since the second half of 2009, and the competitions of telecommunication operators for 3G business and 3G customers are increasing. At present, the identification and segmentation of 3G customers are not studied in depth by telecommunication enterprises. It results in that not only effective information can not be exchanged between telecommunication enterprises and 3G customers, but also the development of 3G business can not be keep up and the needs of 3G customers can not be satisfied. Therefore, how to utilize the current highly developed data mining techniques and theories to identify 3G customers accurately and segment 3G customers effectively have become very important and urgent.The purpose of this paper is to research and implement the identification and segmentation model of 3G customers. The model based on the profound understanding about 3G business and 3G customers information should be accuracy and practical. Theories of data mining and relative arithmetic are introduced. Then on the basis of sample data provided by an Unicom company of a capital city, the design and implementation of the identification and segmentation of 3G customers system are realized according to the CRISP_DM(Cross-Industry Standard Process for Data Mining) framework. The sequence of the works is business understanding, data understanding, data preparation, modeling, evaluation and deployment. The paper supplies a specific reference for exactly developing high quality 3G customers based on the evaluation and analysis to the data mining model. Meanwhile, some advice on the 3G rates policy is given. Finally, the paper gives a summary about the problems encountered and to be encountered in the study.
