| Abstract | Technical level of expressway tolling system and the function of tolling system have become more and more perfect with the formation of expressway network in china. The informatization of expressway management has been an important guarantee to enhance capacity and economic benefit of expressway. The networking of expressway has raised a new task: expressway network toll collection.The planning of expressway tolling system in Jilin province was studied in this paper. The development of expressway network and the need of expressway running task in Jilin province were analyzed. Necessity of expressway tolling system plan was pointed. Main toll mode and toll method were analyzed comparatively and closed-end artificial semi-automatic toll method was used according to the actual situation of expressway tolling system in Jilin province. The network of expressway tolling system was planed according to expressway service feature in this province and the goal of tolling system was established Details of the IC card management, issuance and management of access card, and joint bank card bills management were introduced. Also, detailed request of hardware devices, software, function of three-level managers (toll center of province, toll sub center, toll station) were made. Finally, programs of path recognition, no stop ETC, the license records identification, the weight system, as well as network security were proposed.The existing system was used efficaciously and development orientation of tolling system was determined in this plan and this plan has important directive significance to the construction of expressway network tolling system in Jilin province. |
